A: Frodo said it when speaking to Gandalf in Rivendell. He was remembering when the ringwraiths crossed the river and were swept away byt he river water. Frodo thought he would be taken by the river's water too.

This is actually Gandalf quoting Saruman, at the Council of Elrond. Saruman was, of course, the expert in Ring lore, but also desperately searching for the one Ring for himself. He was deceiving the White Council about Sauron's purposes; trying to hide both Sauron & Saruman's own search for the Ring.At the worst, our Enemy knows that we have it not, and that it still is lost. But what was lost may yet be found, he thinks. Fear not! His hope will cheat him. Have I not earnestly studied this matter? Into Anduin the Great it fell; and long ago, while sauron slept, it was rolled down the River to the Sea. There let it lie until the End.

Merry ref 'easy peasy, lemon squeezy" I have no idea where this comes from. I know it from the UK but they seem to know it in NZ too. I think it's one of those that just rolls of your tongue - and obviously means this is very easy or simple to do.
