Well it's definitely to either Merry or Pippen that's for sure.
Gil I thought at one point it was Gimli but maybe it's when the Hobbits come back to Hobbiton and is said by one of their own. I remember slightly a comment was said to them there.

This was not said to a member of the Fellowship, but it is found in a LOTR volume. It was not said by or to a dwarf or hobbit, although I can surely understand why one would think so!
