Well Philipa, if no one else will chime in, I'll answer.
The person fussing about "idle toss-pots" is none other than Galion, Thranduil's butler, when some of the elves who came to push the "empty" barrels into the river claimed that some were still full. And they were -- full of dwarves!

Correct, Merry! Those are the words of Gurthang, Iron of Death, one of the two "black" swords forged by Eol the Dark Elf. Its original name was Anglachel, and its original owner was Beleg. Turin killed Beleg when Beleg was rescuing him, mistaking Beleg for an enemy. These are the words of Gurthang before Turin threw himself upon the blade, finally ending his cursed life.
