hi Chrissiejane, since no-one else has answered this one, I will!
It's Saruman talking to Frodo at Bag End, after Saruman has tired to kill Frodo and Frodo has refused to have him killed in return.
One of the things I love about the story is the way the events change everyone involved. Frodo HAS grown, as have all the hobbits. The simple, rural life that once contented them is never going to be quite enough again. Sam deals with this by getting into power as Mayor and sending his daughter to the court (and he'd never have achieved the role as Mayor if he'd stayed in the Shire), Mippin deal with this by leaving the Shire regularly for some more interesting places and Frodo leaves entirely. It's odd, they fight to preserve a way of life and then find that what they have managed to preserve is no longer enough - a very insightful idea, life IS like that!!!

You're right, it is a good line to think about, Gil. And it's just like Saruman to twist things around by calling Frodo's merciful act cruel.

It's a very arresting line and has such depth to it. The professor's way of weaving so much into so few words is such a rare talent.
