This is actually Gandalf quoting Saruman, at the Council of Elrond. Saruman was, of course, the expert in Ring lore, but also desperately searching for the one Ring for himself. He was deceiving the White Council about Sauron's purposes; trying to hide both Sauron & Saruman's own search for the Ring.

Merry ref 'easy peasy, lemon squeezy" I have no idea where this comes from. I know it from the UK but they seem to know it in NZ too. I think it's one of those that just rolls of your tongue - and obviously means this is very easy or simple to do.
