I had a suspicion that this sounded like Ioreth, the "wise-woman of Gondor," according to Gandalf, and poking my head into the chapter "The Houses of Healing" proved me right! She's lamenting the many reasons why the stock of healing herbs in The Houses of Healing isn't what it ought to be.

Yup, Merry, it sure is! I just love sweet, down-to-earth Rosie! Especially, "Hullo, Sam! . . . Where've you been? They said you were dead; but I've been expecting you since the Spring. You haven't hurried, have you? . . . . Well, be off with you! . . . If you've been looking after Mr. Frodo all this while, what d'you want to leave him for, as soon as things look dangerous?" This was too much for Sam. It needed a week's answer, or none. . . . "I think you look fine, Sam . . . Go on now! But take care of yourself, and come straight back as soon as you have settled the ruffians!"

I love these lines, too, Lindariel, and I've used "it needed a week's answer or none" to describe other contexts. I also like the Gaffer's reaction to Sam's return: What happened to his weskit?
